In the event that you add a re-assignable PCN to the system you will be unable to Make Representation until a copy of the agreement has been uploaded to the system.
Until that time you see a message under the Make Representation action box as per the below screen shot.
As soon as you have uploaded the agreement then the message will not be displayed allowing you to make representation.
