Police Scotland is an umbrella term that seems to cover all Scottish Forces. They have then divided the country into three regions (North, West and East) and then into Safety areas as listed below.
On Fleetworks the Safety Units are all listed in the format Police Scotland (XXX Safety Unit YYY Area).

When you get a PCN you need to note the name and address of the Safety Camera Unit on the top of the NIP and then select that issuer from the list. An example is below.
